The tool for monitoring and evaluation of efficiency and effectiveness

THE MONITORING ACTIVITY

The monitoring activity finalised for the efficiency and effectiveness evaluation of the local development strategy regards the initiatives foreseen in the Action Plan, which are needed to reach the specific targets defined by the LAG.
The LAG needs to verify how verify how the everyday implementation of the strategy is effectively determining its capacity to reach the outputs and the results.
The elements of the intervention strategy (IS) are represented by means of a graphical network allowing to visualise how needs (N) of the local context are connected to measures (M) and types of interventions (TI), thus how outputs (O) are connected to results (R) and so to specific (SO) and general objectives (GO).

DESCRIPTION OF THE TOOL

The graphical network presents the logic of intervention visualising the cause and effect relationships of the result-chain. The continuous monitoring of the intervention logic allows checking how the local strategy effectively determines its expected outputs and results.
The network is interactive and it provides to the end-user specific pieces of information in relation to each node. The nodes related to outputs and results provide, through the key “More”, further information on the name and code of the indicator, the measure unit, the target, and the updated value reached in the defined day for data collection. An emoticon pictorially represents with a facial expression if the situation is negative, neutral or positive. The same for the part related to types of intervention, which can be checked through the key “More” providing additional financial information (tendered amount, allowed expenditure, awarded contribution and paid contribution).
